Lower House Speaker Sends Message of Loyalty, Fidelity to HM the King

Rabat – The Royal Cabinet has received a message of loyalty and fidelity from the Speaker of the House of Representatives, Rachid Talbi Alami, to His Majesty King Mohammed VI, on the occasion of the closure of the first session of the second year of the 11th legislature.

In this message, Talbi Alami expressed to the Sovereign, on his own behalf and on behalf of all the members of the House of Representatives, his sincere feelings of loyalty and fidelity.

“As we conclude this session at the level of plenary sessions, in accordance with the provisions of the Kingdom’s Constitution, we have the honor to express our pride in what has been achieved by the House of Representatives during this session, in accordance with Your high directives, including the speech delivered by Your Majesty at the opening of the first legislative session of the legislative year 2022-2023 and other related speeches, which illustrate Your commitment to capitalize on the achievements and accomplishments and lead our country with sure steps and confidence into the future,” says the message.

Talbi Alami stressed that the House of Representatives, in the context of the requirements of the moment and the interaction with the vital issues of the country and the concerns of the citizens, has contributed, through its constitutional and institutional status, to providing legislative answers, exercising its oversight role, evaluating public policies and fulfilling its diplomatic and parliamentary functions.

The Speaker of the House of Representatives reaffirmed the firm commitment of the Parliament “to consolidate the regional, continental and international position of our country and to enshrine our legitimate rights in strengthening our territorial integrity.”

He cited “the support of the most influential powers in decision-making at the international level, our brothers in Africa and the Arab and Muslim world, as well as our friends around the world, to the credibility and seriousness of the proposal for autonomy in the southern provinces recovered as the only solution to the artificial dispute over the southern provinces of Morocco, while welcoming the relevance of the development projects carried out in the country and especially in our southern provinces.

“Certainly, these results have been achieved thanks to your effective supervision of the implementation of the projects and the allocation of the necessary financial resources, and thanks to Your Majesty’s daily monitoring of the various programs and sites, in addition to the involvement of our brothers and sisters of these regions in this march of development, the mobilization of the elected and executive institutions, all this in a climate of security and tranquility guaranteed by the illustrious Royal Armed Forces, which stand as a bulwark of protection and deterrence under your leadership as Supreme Leader and Chief of Staff, in addition to the valuable role played by the security forces and auxiliary forces, civil defense and various services that deserve all our consideration, gratitude and admiration,” he added.

The march of the country’s development, continued Talbi Alami, “will not be stopped by envious reactions, because we will continue our effective work and our active presence in defense of our vital concerns and interests of our country, leading the issue of our territorial integrity, while respecting the ideals and values of national diplomacy under your enlightened leadership and vision based on the defense of peace, security, development and justice in international relations.”

Talbi Alami pointed out that the House of Representatives, within the framework of interaction with the aspirations of the society and the national context, and in accordance with the directives of the Supreme Royal Court, has ensured the approval of several laws and interaction with the concerns of the society, within the framework of its supervisory mission.

At the same time, he continued, it has continued the processes of evaluation of public policies, recalling in this regard that the House of Representatives has approved 33 bills and three laws, including fundamental laws that will have a significant impact on the economic dynamics, social and human rights.

Regarding the consecration of social rights and the state of social protection, Talbi Alami stressed that the House of Representatives approved the framework law on the national health system and a law that amends and supplements the code of basic medical coverage, which is “a site that marks your reign, and everyone is aware that it constitutes a quiet revolution in the provision of health and social coverage in our country, and it enshrines the solidarity and social cohesion.

He pointed out that “the House of Representatives is a mechanism of control over government action guaranteed by the Constitution, through oral and written questions, fact-finding missions, questioning ministers and officials of public institutions before the committees, discussing the reports of constitutional institutions and government bodies, explaining that the oral and written questions represent an added value as a mechanism of control over the various local and sectoral issues that affect our society and our daily lives.”

The Speaker of the House of Representatives further noted that the House has also approved the necessary amendments to its Rules of Procedure with the aim of improving and streamlining parliamentary action, citing the spirit of the Constitution and the new directions of parliamentary work in today’s world.
