FORAF: Success of Decentralization Depends Heavily on ‘Appropriate’ Funding (UN Official)

Saïdia – The success of decentralization depends on “appropriate”, “effective” and “non-random” funding, stressed Thursday in Saïdia, director of the Local Development Finance at the United Nations Capital Development Fund (UNCDF), David Jackson.

Jackson, who was speaking at a panel held as part of the Forum of African Regions (FORAF) under the theme “Regional Governments and challenges of human and financial resources”, noted that financial decentralization corresponds above all to the transfer of resources but also of expenses from the state to local entities and to the autonomous management of their budgets.

When it comes to financing, he stressed, it is necessary to ensure that local development, whether organized or founded by the local state, municipality or region as such, should take place in a “holistic” and “positive” environment.
