DGSN/DGST, CNDH Ink Partnership Agreement

Rabat – Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, and President of the National Council for Human Rights (CNDH), Amina Bouayach, inked Wednesday in Rabat a framework agreement for partnership and institutional cooperation on training and strengthening respect for human rights in the performance of police functions.

The framework partnership and cooperation agreement reflects the common ambition and the firm will of the national security services and the CNDH to strengthen cooperation in various areas of training, to consolidate Morocco’s achievements in terms of implementation and protection of human rights, a statement from the Directorate General for National Security (DGSN) said.

The agreement, which lays the groundwork for lasting institutional cooperation, aims to develop joint action between the services of the DGSN and the CNDH to promote the culture of human rights in the police training curriculum, making it a reference and a guide for the missions of officials of the national security in charge of law enforcement, the statement added.

The agreement also aims to support the efforts of the security institution to promote professional practices and field interventions based on national and international standards in human rights.

The areas of this cooperation include training sessions and programs to strengthen the knowledge and skills in the areas of human rights for executives and officials of the national security, in addition to the consolidation of the human rights dimension as an essential pillar in the training programs of police officers and all practices related to their functions.

As part of the immediate implementation of this convention, the DGSN and the CNDH will organize a national study day focused on standards and practices related to the prevention of torture and other forms of punishment or cruel, inhuman, or degrading treatment during arrest, interrogation and custody. The event will be held in the presence of national and other international personalities, and representatives of the United Nations human rights mechanisms.

Also, a series of training workshops, part of an integrated training program, will be launched for the benefit of national security officials in charge of custody and detention facilities.
