Through this first debate, the Council is keen to make its contribution to identify the main problems related to the management of water resources and propose possible solutions by examining the issue of the right to water and its relationship with other rights, in particular the right to life and the right of future generations to this vital resource.
The discussions focused on the measures to be taken to deal with drought as a structural element in development choices and the consideration of the cost of water in economic activity, while establishing the right to water as the basis of food security and good governance of the sector as a prelude to managing water stress.
