Government Council Adopts Draft Decree on Dissolution, Liquidation of MCA-Morocco Agency

Rabat – The Council of Government, meeting on Thursday, adopted the draft decree No. 2.23.143 implementing the decree-law No. 2.23.102 of 16 Shaabane 1444 (March 9, 2023) on the dissolution and liquidation of the Millennium Challenge Account – Morocco Agency (MCA-Morocco).

Presented by the Minister Delegate in charge of Investment, Convergence and Evaluation of Public Policies Mohcine Jazouli, on behalf of the Minister Delegate to the Minister of Economy and Finance, in charge of Budget, Faouzi Lakjaa, this draft decree is part of the adoption of the draft decree-law No 2.23. 102 dissolving MCA-Morocco and its liquidation by the two committees concerned in the House of Representatives and the House of Councillors, respectively, on March 1 and 3, 2023, the Minister Delegate for Relations with Parliament, Government Spokesman, Mustapha Baitas, said during a press briefing held after the Council.

He also stressed that this project aims to define the ways and means to implement the requirements of the aforementioned decree-law.

The Minister added that the project includes requirements for establishing a commission to the Head of Government in charge of monitoring the agency’s liquidation, in accordance with the commitments made by the State under the “Charter of the Millennium Challenge” and the plan to close the program subject of the charter, defining the missions and composition of the commission.

It is also to determine the status of the agency’s officials and how to adopt its budget during the period of liquidation, in addition to the requirements that set how to transfer the projects completed or underway until March 31, 2023, and designate the third parties to which these projects will be transferred, as well as documents, furniture, real estate, equipment and supplies that the agency has acquired in the context of the implementation of the program subject of the charter, being specified that the transfers mentioned are carried out by agreements between the agency and the parties concerned, he concluded.
