Morocco, Sierra Leone Ink 13 Cooperation Agreements in Multiple Fields

Dakhla – Morocco and Sierra Leone have concluded, Friday at the end of the 3rd session of the Joint Commission of Cooperation, held in Dakhla, 13 agreements to promote bilateral cooperation in several areas.

These agreements were signed by the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, and his Sierra Leonean counterpart, David J Francis, who co-chaired the work of this committee. Here follows the list of the instruments:

Agreement on the Reciprocal Promotion and Protection of Investments

This Agreement aims to strengthen economic cooperation between the two countries by creating favorable conditions that contribute to sustainable development in the host country, the transfer of technology and the creation of employment, as well as strengthening interactions between the private sector of both countries.

Framework Cooperation Agreement on granting academic scholarships, internships and sharing of expertise

This Framework Agreement aims at further promoting cooperation between the two countries in the cultural, scientific, technical and socio-economic fields, as well as in the sectors where such cooperation would be opportune, notably through the granting of scholarships, the organization of training and advanced training courses, the dispatch of experts and the exchange of visits of officials, etc.

Framework agreement on cooperation in the field of vocational training

The purpose of this agreement is to establish a global framework for cooperation and partnership between the two parties in the field of vocational training through several axes, in particular through the reception of 30 Sierra Leonean trainees per year for initial training in OFPPT establishments, technical support by OFPPT to the establishment of Vocational Training Centers, meeting the needs of priority sectors in Sierra Leone, etc.

Agreement on Judicial Cooperation on Extradition

The objective of this Agreement is the fight against crime through the promotion of judicial cooperation on the mutual extradition of persons wanted and requested in the territory of the other Party, in accordance with the national legislation in both countries and subject to the conditions and mandatory grounds for refusal of extradition provided in the said Agreement.

Agreement on Judicial Cooperation in Criminal Matters

Through this agreement, the competent authorities of each party shall provide mutual legal assistance in criminal matters in accordance with their laws and regulations in force. Such assistance may be refused in certain cases described in this Agreement.

Convention on Judicial Cooperation in Civil, Commercial and Administrative Matters

The purpose of this Convention is to allow the nationals of each Party easy and free access to administrative and judicial courts to assert and defend their rights. The nationals of each Party shall benefit, before the courts of the other Party, from legal assistance and shall be exempted from the legal costs granted to the nationals of the State, taking into account their personal, financial and family situation.

Memorandum of Understanding between the Ministry of Justice of Morocco and the Ministry of Justice of Sierra Leone

The objective of this MoU is to promote cooperation between the two Parties in the judicial, technical and functional fields falling within their respective competencies, and in accordance with their respective legal systems, based on the principles of equality, mutual interest and mutual respect of sovereignty.

Memonrandum of Understanding on Commercial Cooperation

This Memorandum of Understanding is to establish a cooperation program in the field of health in order to improve the health of the population of both Parties through several axes set out in this MoU, notably, continuing education in areas of common interest, exchange of experience and expertise in jointly identified areas, etc.

Memorandum of Understanding in the field of Diplomatic Training

It aims at strengthening the partnership between the two Parties and at establishing a framework for a dynamic cooperation in the field of training of diplomats and exchange of experience and information in the field of diplomacy.

Memorandum of Understanding on Cooperation in the field of Tourism

The objective of this Memorandum of Understanding is to encourage and develop cooperation in the field of tourism between the two countries, through several measures aimed at improving and facilitating the organization of excursions. The two parties also strive to promote cooperation between national organizations and other professional bodies in the field of tourism.

Memorandum of Understanding in the field of Urban Planning and Housing Development

It aims to boost cooperation between the two countries to develop a mutually beneficial partnership. This cooperation will be achieved through the exchange of expertise and best practices in the technical, scientific, operational and legal fields between the various actors concerned in both countries.

Memorandum of Understanding on cooperation in the field of Energy between MASEN (Moroccan Agency for Sustainable Energy) and the Ministry of Energy of Sierra Leone

Under this Memorandum of Understanding, the two Parties agree to launch a new cycle of partnership covering several areas of cooperation, including that of renewable energy through the sharing of know-how in this field, the development of energy projects based on renewable resources and capacity building.
